<p>There&#8217;s a bit of a rabbit trail if this command does nothing:</p>
<pre># /etc/init.d/apache2 start
# echo $?
0</pre>
<p>My problem was that the file /etc/init.d/apache2 was empty! To restore it, follow the tips here:</p>
